$10M Springbank Off-Stream Reservoir (SR1) Funds
Are you aware that RVC earmarked this $10M for recreation / culture amenities in Springbank?

In January 2022, RVC administration presented Council with a draft policy regarding use of SR1 proceeds. The Policy was not supported by Council and, instead, Council agreed to the following:

MOVED by Councillor Hanson that the Community Recreation Funding Grant Program Policy, C-317 Springbank Reservoir Amendment be referred back to Administration to develop a standalone policy in lieu of Policy C-317, to manage the Springbank Recreation Reserve Fund. 

FACT: 16 months later, this standalone Policy governing use of the Springbank Recreation Reserve Fund has still not been finalized.  RVC has not conducted any engagement with the SCA or the Springbank community on a draft Policy and has not responded to our request for engagement. Further, there are no plans by RVC administration to circulate the draft Policy for community engagement before it is brought to Council.  

Agree or disagree: RVC should consult with the SCA in the development of the Springbank Recreation Reserve Fund Policy governing the use of SR1 funds.  The draft Policy should then be circulated in Springbank for public comment prior to going to Council.

As of today, no Springbank Recreation Reserve Fund Policy is in place to govern use of these funds. Regardless, RVC used $2,200,000 of these funds to purchase land in Springbank.

The SCA would like to provide RVC with feedback and input into the Policy that will guide the use of the Springbank Recreation Reserve Fund. The next few questions relate to this Policy.

The SCA views that the lands should be integrated with Springbank Park For All Seasons (SPFAS) and Springbank Community High School (SCHS) to improve parking, accessibility and bus / traffic congestion in the area. We also view that the lands should complement and integrate with SPFAS and SCHS facilities. 

Agree or Disagree: To the extent possible, planning of the new lands should consider and complement the existing infrastructure at SPFAS and SCHS.

In April 2023, Div 2 Councillor Don Kochan proposed a motion at Council (which passed) that administration should consider RVC-owned lands, such as the 74 acres, for the future home of the recycling depot currently located in Commercial Court.  Councillor Kochan has suggested that 74 acres is a lot of land and it may not all be needed for recreation.  

Agree or Disagree:  RVC should not use the 74 acres for its operations (recycling, storage, etc); the land was purchased for recreation and it should be used for recreation.

Community Centre
Phase 1 ($7.7M) includes the following:

7,000 sqft Banquet Hall
"A function or reception room for gatherings, events, meetings, or educational courses with the capacity to host 200 seated guests for a dining function. Attached to the room would be a service kitchen."

Two (2) 1,280 sqft Multi-Purpose Rooms
"Spaces that serve multiple program and functional purposes. The spaces should be designed with durability, versatility, and practicality so as to withstand wear-and-tear, stains, heavy foot traffic, etc. from various uses. Each space should be able to accommodate up to 50 persons."

Phase 1:  Studio with hardwood floor (1,560 sqft)
"A space that facilitates instruction for physical activities and exercises. It may have equipment such as mirrors, barres, mats, spin cycles, exercise balls, steps or risers, etc. that are used in dance and fitness programs. It should be able to accommodate 20 to 25 persons."

For comparison, Langdon, in East RVC, has received approval to proceed with planning a $32.7M facility that includes a banquet hall, seniors space, multi-purpose rooms, lease space, library, indoor turf field and track.  The project is not phased. See the report here 

The Langdon facility has a much higher focus on recreation.

The RVC report proposes Phase 3 (5-15 years) is a 25 acre community park located on the 74 acres costing $18.6M. This could include an event area for community activities, a nature/trail area and passive activity area (e.g. playgrounds)
